Commissioning Services for Propane Dehydrogenation and Related Projects

It is applied in the synthesis of methane-rich gas with hydrocarbon (Light oil, naphtha, LPG, light hydrocarbon, hydrocarbon-containing dry gas etc.) and steam as raw materials. The resulted gas can be further used to produce hydrogen, syngas with different CO/H2 ratio (for the synthesis of methanol or ammonia etc.) and coal gas.

(1) Preparation of pre-construction data

The plant engineers prepare various production materials in accordancewith the Sinopec test management guidelines,including participating indesign review and related activities,and providing correspondingtraining services to the owners.This work must be started one and a halfyears before the completion of the machine to prepare for the owner'spersonnel training.Complete(including but not limited to)the followingstarting materials:Basic theoretical knowledge of each device process,basic knowledge of equipment and instruments,operation proceduresof each device,operation method of each device position,accidenthandling plan of the device,plant test plan,linkage test plan,feedingtest plan,accident list of similar devices,SIS interlocking logic manual,PSSR preparation before starting,individual operation manual of eachdevice,device purge plan,Device airtight scheme,device drying scheme,oven scheme,loading scheme,device opening and stopping scheme,etc.The process is expected to take a year and a half.

(2) Pre-start training

In order to meet the requirements for commissioning and provide theowner with (including but not limited to)the following training content,the owner's personnel must organize technicians and operators whomeet the requirements of chemical production technology and skills oneyear before the completion of the machinery to participate in thefollowing training work and pass the assessment,which is crucial forsubsequent trial production and completion acceptance.Operators donot have a year of theoretical learning and about half a year of practicaltraining and examination can not reach the operational ability.

(3) Technical support during design phase

1. Assist the owner to provide reasonable suggestions based on actual operation experience in the design stage, track changes in the design stage, and reduce the change workload on site;

2、Assist the owner to complete the configuration and optimization of DCS, SIS/CRCS/DRCS and other systems;

3、According to the actual situation, energy conservation and consumption reduction measures should be formulated to reduce the cost of trial production;

4. Participate in PID drawing review and related model review to reduce the error probability on site;

(4) Pre-test the main work

Under the premise that 85% of the construction work is completed according to the design drawings, the company fully participates in the three inspections and four determinations on the site to ensure the test run;Cooperate with chemical construction company to do a good job in pipeline system, equipment, electrical, instrument debugging, single test and other work.

(5) The main work of the test phase

Under the safety production management system of the construction unit, together with the design institute and the patent vendor, fully participate in the test work in strict accordance with the commissioning plan and schems

(6) Operation, performance assessment (PT) and delivery acceptance (TO) main work

After the end of driving, the device enters the stage of improving the production load and product quality and testing the safety and stability performance of long cycle operation. Comprehensively guide the construction unit to gradually increase the system load, improve the production capacity of the device, reduce product consumption, optimize the process operation index, test the long-term operation of various safety facilities, find and rectify the existing problems, in order to achieve the safe and stable operation of the device, high quality and high yield of the product, the best process index, the quantitative operation and adjustment of the site environment, the maximum economic benefits.
